DUBAI SETS UP REAL ESTATE CORPORATION
The UAE Vice President and Prime Minister and Ruler of Dubai, H.H. Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai, has issued a decree establishing Dubai Real Estate Corporation, which shall be a public commercial institution, affiliated to the Dubai Executive Council.
The new body shall own and manage all properties registered under the name of Dubai Government, including building, investing and utilizing of commercial and industrial lands and properties situated in the emirate.
It shall also provide building, rental, marketing, as well as commercial and real estate building management services by providing the necessary infrastructure and any other services that would help achieve the targeted objectives for which the corporation was established.
The corporation shall also have the freedom to sign agreement with institutions, persons and companies it deems appropriate within its areas of jurisdiction and prerogatives. It shall also team up with other concerned authorities to make contributions to any civil planning and organisation.
The board shall manage the corporation and shall be in charge of the general supervision of its administrative, technical and financial affairs.
It shall also take the necessary decisions and steps to achieve the corporation’s objectives. This will include the drawing of the general policy of the corporation, the programmes of its projects and the approval of its draft budget, which the board shall refer to the Dubai Executive Council for endorsement.
The board shall also prepare the organisational structure and bye laws dealing with the organising of the corporation’s administrative, financial and technical aspects. It shall also appoint auditors and determine their remunerations at the beginning of every year.
It is also the prerogative of the council to mandate the chief executive of the corporation to exercise a number of authorities and make decisions he saw appropriate for achieving the corporation’s objectives, including the general supervision of the corporation’s activities, the drawing and implementation of its strategic policies after getting the board’s approval, making suggestions on new programmes and projects and investing the corporation’s funds in projects that fall under the corporation’s general policies.
